Fons Leroy (Hasselt, 23 June 1954) has been Managing Director of the Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding (VDAB; the Flemish public employment service) since 2005. He holds Master’s degrees in law and criminology, with a special licence for social administration and public management.

After his studies, Fons Leroy (born 23 June 1954) spent some time in Canada, where he studied the legal aid system. He lectured at the HISKWA-Arbeidershogeschool in Brussels and was responsible for the National Employment Office’s (RVA) HR Department. He became the deputy head of cabinet for the then Flemish Minister for Employment (within the Ministry for the Flemish Community). For the next 15 years, he served as first the deputy head of cabinet and then went on to become the head of cabinet for the Flemish cabinets for Employment. It was there that he helped develop the Flemish employment policy. He became head of the Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding (VDAB; the Flemish public employment service) in 2005.

Quoi Leroy?

Fons Leroy is the founder, former President, and current Vice President of the non-profit organisation Synerjob, an association that brings together different public services in the areas of employment and education, and member of the High Council for Employment. He is also President of the European Network of Public Employment Services (ENPES). Fons Leroy is also a director of the World Association of Public Employment Services (WAPES) and chairs the strategic work group. He also guest lectures on “HR Management” at the Odisee Hogeschool.

In addition to all this, Fons Leroy has also authored numerous articles on labour market policy, employment, and unemployment. He also has a regular column in HR.Square entitled “Quoi Leroy?”, in which he covers topical HR themes. These columns were bundled into the book “Bloggen over de arbeidsmarkt” (Blogging about the labour market) (2011). His most recent titles are “Werk aan Werk. Recepten voor leukere loopbanen” (Working on Work. Recipes for more enjoyable careers) (2014), “Building Bridges. Shaping the Future of Public Employment Services towards 2020” (2014), and “Work Action Heroes” (2015).

Leader in Recognition

He received the 2004 Friendship Prize (JDV) for his efforts regarding a diversity policy, and the 2007 HR Award (PMC) for his role in involving HRM in the Flemish labour market. Fons Leroy was crowned 2009’s Public Manager of the Year and 2010’s HR Ambassador. He received the 2011 Alumni Award from the KU Leuven’s Flemish Law Society for his efforts towards diversifying the labour market, and the 2016 “Leader in Recognition” Plus Award for his commendable approach towards every talent. His organisation, the VDAB, was crowned 2015’s Flemish Public Organisation of the Year, and also received the label, “Recognized for Excellence - Five Stars”, and the prize for most sustainable public organisation that same year.
